Community Rule (1QS 3.4–9; 5.13–14)
He will not be cleansed by atonement, nor purified by the waters of washing, nor sanctified by seas or rivers, nor purified by any water of washing. Unclean, unclean shall he be, as long as he despises the precepts of God… They shall not enter the water to partake of the pure meal of the men of holiness, for they shall not be cleansed unless they turn from their wickedness.
Qumran practiced covenant initiation, ritual washings, and a restricted holy meal. Water without repentance did not cleanse. That is temple logic: sacred acts, a prepared people, and holiness of space and body—the same grammar as Restoration washings and covenants.
